In cleaning oil paintings, what is emulsion cleaner and neutralizer?

i read an article that said to clean oil paintings to use an emulsion cleaner and a neutralizer, what are they and where can i get them? i check all of the hobby stores nearby who cared art painting supplies but they had no idea what i was talking about.
