How to make cartoon faces male or female?

Question:

How to make cartoon faces male or female?

Not exactly a budding artist here, but I'd appreciate some advice on ways to

a) Make a cartoon face more masculine/feminine without simply adding or removing facial hair

b) Get my characters to look consistent from picture to picture

wide angular jaw for boys, make the jaw wider than the top of the head (for cartoon)
